All you need is CONFIDENCE. Basically depending on the situation that you are in, try to open up a conversation, by using something in that scenario that you can use as an excuse to talk to that person.
Say for example, if you are at a bus stop or a train station and you can ask him/her what time the bus/train is coming and then start a conversation by asking "what they hav been up today?" or "how was your day" or what ever suits you, and continue.
But that the same time assess the situation, like for example, if the boy/girl is not responsive to your questions, then back off. But if they r engaging in the conversation well, then continune say "Hey it was nice to meet you and great talkin to ya, mayb we shud meet u sometime ?".

Yea its not too difficult to talk 1st time wid a person ....4 me If the stranger is a male there is no problem just go ahead and can start with any formal topic....n if u r going to talk with any sweet kudi just start with HII....try to know which type of gal she is.....go with some intersting talk ensure that she is not getting bore and her smile is the signal u ve to get that she is very comfortable wid u....after a span of 20-30 min look into her eyes n say her,it's not by choice,my heart beats faster,my knees get weak,my stomach hurts & I can hardly breathe and each & every moment feels brand new,I just can't help it I'm crazy for u....I m feeling like from the very 1st moment i saw u 1st time
