All you need is CONFIDENCE.  Basically depending on the situation that you are in, try to open up a conversation, by using something in that scenario that you can use as an excuse to talk to that person. 
Say for example, if you are at a bus stop or a train station and you can ask him/her what time the bus/train is coming and then start a conversation by asking "what they hav been up today?" or "how was your day" or what ever suits you, and continue. 
But that the same time assess the situation, like for example, if the boy/girl is not responsive to your questions, then back off.  But if they r engaging in the conversation well, then continune say "Hey it was nice to meet you and great talkin to ya, mayb we shud meet u sometime ?".
