The Indira Gandhi National Open University (IGNOU) shall issue an advertisement announcing their admission notice regarding their offer of
Diploma in Nautical Science (DNS) leading to B.Sc. (Nautical Science) in collaboration of Directorate General Of Shipping (DGS), Mumbai in leading newspapers.
The Shipping Corporation of India Ltd. (SCI) is the largest Indian ship-owner and ship-manager having the facility of imparting 18 months of structured shipboard training on board owned and managed ships, in addition to the 12 months Pre-Sea Training at its Maritime Training Institute (MTI), Powai, Mumbai. SCI proposes to select around 80 Trainee Navigating Officer Cadets (TNOCs) from amongst those candidates who are declared qualified in the All India Common Entrance Examination (OPENNET) conducted by IGNOU and in an Interview conducted by a panel of SCI officers for Pre-Sea and Shipboard training as TNOCs.
The Pre Sea training is proposed to be conducted at their Maritime Training Institute, Powai, Mumbai from 2nd February 2009. IMPORTANT 1. SCI shall not be conducting an independent written examination for selection of TNOCs. Selection of TNOCs shall be from amongst the candidates who are successful n the Common Entrance Test (OPENNET) conducted by IGNOU and in the the interviews conducted by a panel of SCI officers.
2. Candidates wishing to join the Maritime Training Institute [ID Code:1640 P] of the The Shipping Corporation of India Ltd. for the Pre-Sea Training Course are advised to mail their completely filled up IGNOU Application Form directly to IGNOU along with the demand draft as advertised by IGNOU. These forms shall be available from the IGNOU website

and IGNOU regional offices. Please do not send the filled up Original IGNOU Application form to SCI. Any Original IGNOU Application forms sent directly to SCI will be rejected.

Eligibility Criteria shall be as per the IGNOU February 2009 DNS course prospectus:
Existing Eligibility criteria is as follows: 1. Educational Qualifications:
a) Pass in 10+2 examination from a recognised Board/University with Physics, Chemistry and Mathematics (PCM), with not less than 55% marks in PCM aggregate.
OR
b) Appearing in 10 + 2 from recognised Board / University with Mathematics, Physics and Chemistry subject to the condition that they do not score less than 55% marks in PCM after the declaration of result.
OR c) With Physics as an individual subject in any one of the years of B. Sc with not less than 50% marks in the final year of B.Sc. from a recognized University provided that the candidate must have passed 10+2 examination with Physics, Chemistry and Mathematics (PCM) with not less than 55% marks in PCM from a recognized Board.
OR
d) B.E./B.Tech. or its equivalent degree from I.I.T or from a college recognized by AICTE/UGC/DEC.
OR e) The candidates with three-year Diploma from a recognised polytechnic are eligible for the entrance test as the three year Polytechnic Diploma is equated with 10 + 2 examination and accordingly their PCM aggregate in the Diploma programme shall not be less than 55%.

Should have passed with not less than 50% marks in English as a separate subject, at either 10th or 12th standard or in the Degree programme conducted by a recognised Board/University.
[Note: Those appearing in eligibility qualifying examination are also eligible to apply provided they meet all the eligibility criteria and produce the certificates to that effect on or before 1st January 2009.]
2. Age limit: (As on 2nd February 2009) – Not more than 25 years.
The age limit is relaxable by two years in the case of female candidates.
In addition, as per Govt. directives, SC/ST candidates shall be given age relaxation of five years.
At present, NO age relaxation for OBC candidates is permissible as by DGS guidelines.
3. Physical Standards:
Candidates should be healthy and physically fit for sea service as per STCW 95/MS Medical rules 2000 as determined by SCI’s Chief Medical Officer and applicable to seafarers.
4. Eyesight:
Eyesight: 6/6 in each eye without visual aids. Normal colour vision. Candidates will have to undergo a full eyesight test before a Company Medical Officer and sight test by Mercantile Marine Department.
5. Merchant Marine Personality Evaluation (MMPE) test: All aspiring candidates may be required to compulsorily undergo a psychological screening test when commenced by the Directorate General of Shipping.
Procedure for Selection to the Maritime Training Institute of SCI for Pre-Sea Training.: Information to be obtained from and submitted to IGNOU. 1) Candidates to check and verify that they fulfill the eligibility criteria in all respects as specified in the IGNOU Prospectus for the course. Reception and scrutiny of Application Forms, conduct of written Entrance examination shall be undertaken by IGNOU.
The Entrance test is proposed to be held by IGNOU on 30th November 2008.
2) Candidates opting for Pre-Sea Training at MTI will be selected on the basis of the results of OPENNET examinations conducted by IGNOU and an Interview conducted by SCI. Candidates successful in the OPENNET examination and desirous of Pre Sea and Shipboard Training with SCI are tentatively advised to report to SCI at its Head Office for interviews at 10.00 am from
29th December 2008 to 1st January 2009. Confirmed dates shall be displayed on their website.
3) Apply to IGNOU as required vide their advertisement in various newspapers. The entire OPENNET selection program and schedule shall be as instructed by IGNOU in their advertisement/prospectus. The tentative dates mentioned in our advertisement must be confirmed from IGNOU. All dates mentioned by them are only tentative and we shall not be responsible for any changes in the same since the schedules are finalised by IGNOU.
4) The Prospectus and Application form for the Course/Programme can be obtained from IGNOU headquarters or any of its Regional Centres /sub-Regional Centres/approved Training Institutes during working hours.
5) If the Application form is to be obtained by post, a request along with Demand Draft of amount for
Prospectus and Application Form fee in favour of IGNOU payable at Delhi should be sent to the Programme Coordinator (IGNOU-DGS Project), School of Engineering and Technology (SOET),Indira Gandhi National Open University, Maidan Garhi, New Delhi – 110 068.
6) The Prospectus is expected to be available from IGNOU from around 07th October 2008. The Application form can also be downloaded from the IGNOU website:

Pre-Sea Training.
The Candidates opting for undergoing Pre Sea Training Course at our Maritime Training Institute are required to appear for interviews tentatively proposed to be held from
29th December 2008 to 1st January 2009 with a copy of their IGNOU OPENNET Examination results as proof of their having been successful and all other documents in originals.. (The exact dates and address of place of interview in Mumbai shall be displayed on our website

). The candidates selected for Pre-Sea Training at MTI shall be informed by SCI through our website display after the interviews. The offer of admission to candidates for Pre-Sea Training Course at Maritime Training Institute, Powai, Mumbai shall be at the sole discretion of SCI.
Training Programme.
Candidates selected by SCI will undergo 12 months Pre-Sea course at our Maritime Training Institute (MTI), Powai, and upon successful completion will thereafter undertake 18 months Structured Shipboard Training Programme through Distance Learning Programme on board our ships.
Training Fees.
Total course fees payable by the TNOCs selected by SCI for the 12 months Pre-Sea Training Course, and the STCW Modular courses PST, PSSR, FPFF, EFA, OTF, GTF, CTF and PSF would be Rs.2,50,300/- (Rupees Two Lakh Fifty Thousand three hundred only) by male candidates and Rs.1,64,300 (rupees one lakh sixty four thousand three hundred only) by female candidates.
The selected TNOCs would be required to pay the course fees as follows: a) Advance fee upon Selection after Medical examination, Rs.20000/- to SCI prior being offered letter of admission.
b) Payment in favour of IGNOU at MTI prior joining the course Rs.27500/-.
c) Payment in favour of SCI on first day of joining MTI Rs.101000/- by male candidates and Rs.58000/- by female candidates.
d) Payment in favour of SCI on first day of joining the second semester at MTI Rs.101000/- by male candidates and Rs.58000/- by female candidates.
e) Term end fee payable to IGNOU Rs.800 when filling IGNOU examination form.
All payments to SCI shall be made by demand draft drawn
in favour of “The Shipping Corporation of India Ltd” payable at Mumbai drawn on any Nationalised Bank. Payments required to be made to IGNOU shall be made directly by the candidates by demand draft drawn in favour of “IGNOU” payable at Delhi/New Delhi as is mentioned in the IGNOU prospectus.
Selected candidates belonging to the SC/ST Category shall be eligible as per SCI rules for a partial re-imbursement of fees paid to SCI under Special Component Plan for Development of SC/STs.
The Pre Sea Training Course fee includes tuition fees, books, uniforms, lodging and boarding. Prior to joining for shipboard training the candidate should obtain Passport with ECNR and CDC.
Career Prospects.
On successful completion of Pre-sea and Shipboard training, candidates thereafter will prepare to appear for Second Mate (FG) Certificate of Competency. On obtaining Second Mate (FG) Certificate of Competency, Candidates are eligible to join shipping companies as Third Officers drawing attractive remuneration. The present gross emoluments of a Third Officer is approximately Rs. 90000/- per month. With further experience at sea and on obtaining higher Certificates of Competency, the incumbents will have the opportunity to rise to the rank of Captain of the Ship.
General Instructions. 1. The Applicants should ensure that they fulfill the IGNOU eligibility criteria in all respects with special attention to educational qualifications, age and eyesight. Particulars furnished in the IGNOU Application Form must be completely filled up and submitted to IGNOU should be correct in all respect. All instructions given in the IGNOU prospectus must be adhered to and fully satisfied.
2. If any false / incorrect information furnished by the Applicant is detected at any stage, his candidature will not be considered and if selected, he will be removed from the training course and course fees will be forfeited.
3. Course fees, once paid, will not be refunded, partly or otherwise, under any circumstances.
4. The Shipping Corporation of India shall select candidates from among those who are desirous of undergoing training at our Maritime Training Institute, Powai, Mumbai based on the Entrance written Test (OPENNET) conducted by IGNOU and Interviews by SCI.
5. Any queries regarding the IGNOU OPENNET Examination may be directed to the

6. SCI will not provide any lodging and boarding for candidates appearing for the written examination and interview.
7. Candidates, selected by SCI will be required to produce at the time of interview original copies of proof of age, a photo identity card, Degree Certificate, HSC Certificate or equivalent from a recognized board, SSC Certificate or equivalent recognized board as applicable, Caste/Tribe Certificate where applicable from authorities recognized for Central Government services. Non-possession of any document at the time of the interview shall render the candidate liable for rejection.
8. It is proposed to conduct the Pre-Sea Training Course at MTI, Powai from 2nd February 2009.
9. The offer of admission for Pre-Sea training and Shipboard Training by SCI shall not be considered as guarantee of employment on completion or cessation of such training. However, in the event of SCI offering employment after obtaining the Second Mate (FG) Certificate of Competency, the candidate shall agree to be bound to accept our employment and serve on our vessels for a period of three years. This is a requirement as under the Gazette Notification S.O.2132 (E) issued on December 12, 2007.
10. Ship-board training of 18 months is a mandatory and integral requirement for this course. SCI will arrange the ship-board training without any extra cost to the students selected by us, as part of the course. Candidates selected by SCI for Pre Sea Training Course are required to undergo Shipboard Training on our ships only. NOC shall not be issued for undergoing shipboard training elsewhere.
